I think, the process is:

  1. Find an army you can love;
  2. Make it efficient under the rules (or at least reasonable)
  3. Gain experience playing with the army, especially in competitions where you will meet a wide variety of opponents/opposing armies.
  4. Adapt your army based on what did/didn't work.

FWIW - I started with 2 83 Patrician Roman (the remnants of a WRG 6th edition campaign project) - got declared insane...

but grew to like them, just because of that. After awhile it stopped losing, then it wouldn't stop winning...

Over the years, it went through several versions (this army is very versatile plus the 2nd Edition DBM lists version of the army list added even more options!), but is still winning.

 

Pick something you love and learn to play it!

If in doubt, take the advice offered and then pick the army, you like most.
